Gjirokastra, Albania: 43.8C (July)
Argeliers, France: 43.4C (July)
From this we can see Iberia saw it's highest temperatures quite early in the summer at the end of June, while the central and eastern Mediterranean recorded their highest temperatures in July.
Western Europe, especially the northern regions had an extremely dry summer with very little recorded precipitation. I think a number of national agencies will announce this as their driest summer on record. I believe the UKMET has already called this for the UK.
